An Introduction to Small UAS Deployment for Emergency Responders
The purpose of this book is to provide guidance to government entities in the acquisition, integration and operation of small unmanned aircraft systems (UAS) during emergency response scenarios.
The ability to collect data with remotely controlled ground and marine vehicles has saved organizations considerable time, effort and expense. In August 2016, new regulations were enacted by the FAA to facilitate the civilian operation of small UAS. Hazard mitigation and incident response with small UAS is becoming a more streamlined process.
When deployed by properly trained personnel, small UAS can rapidly provide real-time information at a fraction of the cost. Small UAS are meant to complement the use of conventional aircraft, augmenting data collection capability. Small UAS offer rapid deployment, increased maneuverability, better accessibility and dependable resilience.
Properly trained personnel and a thoroughly maintained small UAS are essential to the implementation of a successful small UAS program.
An organization’s specific mission planning will be based on many factors, including the type of small UAS platform and data collection, the level of pilot and flight crew capabilities and experience to the complexity of the mission.
An assessment of the operational and financial risks against the desired benefits of a small UAS program must be based on an understanding of the existing FAA rules and regulations.
The adaptation of small UAS technology can potentially transform the way an organization meets its mission requirements. An organization can achieve this goal either by developing its own small UAS program or by subcontracting the services of a reputable small UAS provider.
