National Incident Management System (NIMS) Doctrine and Resource Typing: Development, Implementation and Stakeholder Engagement

Cabezon Group was the prime vendor working on the advancement and implementation of the National Preparedness System (NPS). Cabezon led a major effort to identify critical tasks and associated resources for key core capabilities, and assisted FEMA’s National Integration Center (NIC) to institute a quantitative logic for the prioritization of resource typing document development.

We also successfully established a firm foundation for the NIC’s national mutual-aid efforts by providing key subject matter experts, facilitating productive engagement of the stakeholder community and key partners, and drafting key mutual-aid guidance documents and outreach materials.

Assistance to Firefighters Grant (AFG) Program

Cabezon Group provides programmatic and life cycle grant management solutions in support of the Assistance to Firefighters Grant (AFG) Program. AFG is one of FEMA’s largest discretionary grants programs centered on increasing our nation’s first responders’ safety and their abilities to respond to fire and emergency response situations.

FEMA is responsible for administering the AFG, Fire Prevention & Safety (FP&S), Staffing for Adequate Fire and Emergency Response (SAFER), and Fire Station Construction Grants (SCG) grants. Since 2001, the AFG Program has awarded 53,026 grants totaling more than $5.5 billion to fire departments, non-fire-based Emergency Medical Services (EMS) organizations as well as State, regional, and local fire prevention organizations. From the program’s inception, Cabezon Group has provided mission-critical support services through the entire grant life cycle management of the program’s various grant opportunities.

Cabezon has provided a broad range of support to the AFG including program management, technical assistance staffing, grants management, strategic communications, policy development, educational tutorials, logistical support, and performing grant administrative tasks in support of a large-scale, administrative process for the handling of grant applications during the peer panel review process for the AFG, SAFER, FP&S, and SCG Grants.

Curriculum Development of Multiple NFA Courses of Instruction

Cabezon Group provided expert curriculum development services to the National Fire Academy (NFA). We incorporated numerous changes and knowledge enhancements in alignment with National Fire Protection Association (NFPA) standards, as well as advances and new developments in affected disciplines; and also because of policy and/or regulatory changes made by the Department of Homeland Security (DHS) and the U.S. Fire Administration (USFA).

Cabezon SMEs and curriculum development staff worked closely with the NFA throughout the project, in planning, designing, developing, and piloting (3) courses of instruction:

Grant Management and Peer Review Support for the REAL ID Grant Program

In support of a this nationwide identification program, Cabezon Group provided administrative and technical services for the preparation of grant applications, screening, and reviewer training. Support included the execution of a quality control plan, data entry of panel member evaluations, and the final delivery of grant files. Cabezon Group also provided logistical support for the grant application review panels, including developing grant review criteria with subject matter experts, recruiting reviewers, and conducting training sessions.

Custom Lifecycle Application Development

In support of regional offices specific to emergency operations, Cabezon Group developed a custom web-based application designed to track the location, status, and chain of custody of agency records. Accessible through a protected portal, the system facilitates real-time tracking of any record, virtual categorization of records by status, and archiving of data for the life of the record.

Housing Program Grant and Peer Review Support

Post Hurricanes Katrina and Rita, Cabezon Group provided comprehensive grant support services for handling and processing grant applications and logistical support for peer review panels.
